Teknik og Miljø recommended on 7 August 2026 that the byråd approve six overarching principles for further municipal plan work on Marienlyst: uplift of Tilst with family-friendly housing; reduction and redistribution of areas; open urban district with family-friendly housing; total area for shared functions; coherent road structure; and efficient public transport service.
The recommendation follows the byråd's decision on 14 May 2025 not to adopt proposal Municipal Plan Addendum no. 159, and the committee statement the byråd adopted at final adoption of Municipal Plan 2025 on 17 December 2025. The new approach includes, among other things, a smaller scope of urban development and redistribution of one quarter of Marienlyst's municipal plan framework to six housing areas.
Based on the principles, a disposition plan was according to the recommendation to be initiated as a basis for later lokalplan (local development plan) work, simultaneously with a municipal plan addendum on the redistribution. The principle decision does according to the recommendation not in itself entail construction expenditure or new operational obligations.

Kristian Sommer (Socialdemokratiet) wanted committee consideration. He found it difficult to see what the byråd is committing to with the six principles: housing numbers, resident numbers, traffic load and the concrete delivery of public transport, shared functions and a mixed urban district are according to him not clarified. He emphasised that Aarhus lacks housing, and that Marienlyst can be part of the answer — but that the decision must be made on an informed basis. In the udvalg he wanted examined traffic management, the scope and composition of housing construction, conditions for pedestrians, cyclists and public transport, delimitation and separation between Marienlyst and redistribution to other areas.
Liv Gro Jensen (SF) recalled that SF has been against the Marienlyst project from the start, among other things because the area is disconnected from high-quality public transport solutions. She assessed that the principles still contain the same traffic challenges as earlier plans, and expected increased load at Ringvejen and Viborgvej, the roundabout at Havkærvej and Blomstervej, and the junction Paludan-Müllers Vej and Marienlystvej. SF supported committee consideration.
Gert Bjerregaard (Venstre) referred to the byråd's decision in December 2025, which the principle decision reconfirms. Venstre was according to him at the forefront of stopping the previous plan. He sees potential for Marienlyst with the right composition to uplift both new housing and existing Tilst, but shared the concern about infrastructure — also that which Fællesrådet has pointed to. Venstre sees the six new areas as carefully selected and as a political agreement. He had understanding for the wish for committee consideration.

The case is handled in By- og Planudvalget. Only when the principles are possibly approved, a disposition plan and municipal plan addendum on redistribution are according to the recommendation initiated, with subsequent political processing, public consultation and lokalplan work.
