Referred to By- og Planudvalget for consideration in accordance with the decision at the city council meeting on 26 August 2026. Aarhus Municipality has a clear ambition to be a leading municipality in the green transition, while pressure on land in and around the city is increasing.

The proposal is intended as an extension of the adopted thematic plan on renewable energy facilities, which prioritises proximity to motorways and infrastructure, but with road corridors as a systematic and independent planning principle that can turn infrastructure corridors into an energy space. By examining the possibilities for establishing solar installations along major road corridors, we can utilise areas that are already characterised by infrastructure and where alternative uses are often limited. At the same time, this can help reduce conflicts with nature and recreational interests and create visible, scalable solutions for renewable energy production. The proposal is about obtaining a better basis for decision-making through an initial and strategic clarification and does not involve taking a position on specific projects at the present time.
It remains the intention that consideration must be given to landscape, neighbours, nature and cultural environments. It is therefore proposed that the city council instruct Teknik og Miljø to examine the overall planning possibilities for establishing solar installations along 4 major road corridors in Aarhus Municipality. The study shall cover the following areas:
Teknik og Miljø had recommended that the proposal's intentions be included in work on the administrative basis and municipal plan addendum for renewable energy facilities. The magistrat (municipal executive) recommended on 11 August 2026 that the city council adopt the recommendation. Danmarksdemokraterne could not agree. Liberal Alliance and Venstre entered reservations.
